The FDA is duty bound to follow regulations and laws to ensure the safety of consumers by communicating them to the Commissioner and then to the Department of Health and Human Services. The day-to-day operations of the FDA occur within the Office of Operations. This office provides the leadership for operational activities, interaction, and execution of programs initiated by the commissioner. The Officer of Operations (OO) had the authority to delegate direction, regulating documentation, ethical, and conflict of interest matters. Whereas, if they had chose to survey only 100 customers then they may have received only 30 responses, which is not enough when conducting such research. Using the numerical scale makes tally and measuring the result easier, which will make the comparison easier. Also, by using the numerical scale a research firm eliminates the opportunity for researchers to be swayed by a person comments or opinions, a person either agrees or does not agree with no explanation.
